ABSTRACT A surveillace system and communication establishment for a disaster emergency area, comprising: a sky platform (19) for network deployment of first-level nodes, comprising: a control system (17); a means for supplying power to the control system (17); a network card (8) connected to the control system (17) for external network connection; a storage device (7) connected to the control system (17) for storing and loading data; a global positioning system (GPS) sensor (4) connected to control system (17) to transmit and obtain a position data of the sky platform (19); a communication system having an omni-directional antenna (3) and a free-space optical (FSO) (2) device connected to the control system (17) for receiving and transmitting signals; a motorized system (1) connected to the control system (17) for positioning the communication system using the position data of global positioning system (GPS) sensor (4); and a camera surveillance system (6) connected to the control system (17,18); and a ground platform (20) for network deployment of second-level nodes, comprising a ground control system (18); a means for supplying power (14) to the control system (18); a network card (15) connected to the control system (18) for external network connection; a storage device (16) for storing and loading data from the control system (18); a global positioning system (GPS) sensor (4) connected to control system (18) to transmit and obtain a position data of theground platform (20); a communication system having an omni-directional antenna (10) and a free-space optical (FSO) (11) device connected to the control system (18) for receiving and transmitting signal; a monitoring system (12) to detect warning signal connected to the control system (18) for transmission using the communication system; and a camera surveillance system (13) connected to the control system (18); wherein, each camera surveillance system (13) are arrange to capture an image and convert the image to a grayscale image using a mixture of Gaussian algorithms for background subtraction to be transmitted using the communication system, in which the first-level nodes and second-level nodes are connected to the Network card (15) using a cable interconnection.
